Overview
The Township of South Glengarry has initiated an Environmental Assessment (EA) for the expansion of the Glen Walter Water Treatment Plant and Water Pollution Control Plant currently located along County Road 2 approximately 2km east of Cornwall.
Township Council approved the Glen Walter Water and Wastewater Servicing Master Plan on February 7, 2022. The Servicing Master Plan developed a preferred strategy to provide water and wastewater services to the Glen Walter Community while meeting the requirements of the Environmental Assessment Act.
The Servicing Master Plan considered three options:
- Option 1 – Maintain a Mix of Municipal and Private Services
- Option 2 – Expansion of South Glengarry’s Infrastructure
- 2A – Expansion to Entire Area
- 2B – Partial Expansion of Municipal Services Boundary (New Development)
- Option 3 – Obtain Services from City of Cornwall
The Servicing Master Plan identified Option 2B – Partial Expansion of Municipal Services Boundary as the preferred option. This option positions the Township to provide sufficient capacity in the municipal water and wastewater systems to support growth within the following areas: infill within the Glen Walter Core and Farlinger Point, Place St. Laurent, Country Club Estates, and two other areas identified in Figure 6 of the Study Report. The development of these areas is expected to increase the service population within the municipal serviced area from 1,000 persons (2021) to 3,000 (2051).
Completing this Schedule ‘C’ Environmental Assessment for the expansion of each plant is the next step required for implementing the preferred option.
Study Process
The Study is being conducted in accordance with the Municipal Class Environmental Assessment (MCEA) process for a Schedule ‘C’ project. The planning and design process will lead to the development of functional design for the project that is technically sound, innovative and that includes effective consultation and consensus building.
There will be ongoing consultation activities throughout the study. This first public consultation event will provide:
- An overview of the study objectives, background, and purpose
- EA Process, consultation, and schedule
- Need and opportunities, existing conditions, and study progress to-date
- Planning and design principles/objectives for the study
- Next steps
Interested persons can provide comments throughout the EA Study. Any comments received will be collected under the Environmental Assessment Act and, with the exception of personal information, will become part of the public record.
